Due to the current opioid epidemic fentanylv and its analogues like carfentanil are being used to cut and enhance the potency of heroin on the street. Fentanyl is 50x stronger than heroin, and carfentanil is 5,000x stronger than heroin which leads to a large number of overdoses. While you can touch or inhale heroin powder and in small doses it won’t kill you, the lethal dose of carfentanil is on the order of 2mg, which is only several powder granules. Fentanyl is a real threat, with thousands of deaths attributed to it domestically in 2016. The likelihood of encountering fentanyl as a Police Officer is high, and the consequences are deadly if proper PPE is not used.

Recommended Safe Sampling Procedure
Every jurisdictional area handles drug field testing differently. Please defer to your local drug field testing SOP for handling potentially dangerous substances or suspected drugs. The sampling procedure below is a recommended approach for consideration in your jurisdictional SOP’s .
Procedure: All potential fentanyl samples should be processed by a team of more than one person. The first person performs the test while the second watches for symptoms of fentanyl exposure and calls for help if necessary.
The first thing you both should do when encountering a substance that might be fentanyl is to don your personal protective equipment: long sleeves, coveralls, boot covers, gloves, respirator, and goggles. Using one of the Fentanyl Detection Cards, carefully sample the outside of the container or bag that the substance is in. The card contains removable swabs for sampling hard-to-reach areas.
There are three steps to the sampling process: swab, crush, and view results. The detection card is ultra-sensitive and can work with only a trace residue of the substance. If the test is positive, place the sample in the evidence bag, then remove PPE and place that in decontamination bags.
